Bio

Michael Horn assists financial institutions and corporations with their regulatory, corporate governance, and litigation needs, including securities, corporate governance, regulatory issues, and internal investigations. Bringing decades of experience in the banking industry, Mike served on and previously chaired the Board of the Federal Home Loan Bank of New York and its Corporate Governance Committee. He also serves as general counsel to Union County College and counsel to the New Jersey Bankers Association. With an illustrious career in New Jersey government, Mike brings invaluable experience in finance. He served as a member of the New Jersey State Assembly and member of the Assembly Banking Committee for two years. He also served as the Commissioner of Banking for the State of New Jersey for two years, where he supervised approximately 340 financial institutions, including state chartered banks, savings banks, savings and loan associations, and credit unions. He was also appointed as New Jersey State Treasurer, where he oversaw the collection of state taxes, budgeting, and spending of all state funds. While in state government, Mike served for four years on the Executive Commission on Ethical Standards as both vice chairman and chairman. He was also appointed as a State Advisory Member of the Federal Financial Institutions Examination Council and was a member of the Municipal Securities Rulemaking Board, a federal self-regulatory agency that regulates the sale of municipal securities. Mike is a thought leader in his field who regularly speaks at bank regulatory conferences and seminars. He was one of only five individuals in the nation to receive the National Governors Association’s “Outstanding Service to State Government Award” for his service as New Jersey Commissioner of Banking and as New Jersey State Treasurer.
