William Richmond Bio

Will Richmond is a corporate partner in the Washington, D.C., office of Kirkland & Ellis LLP, with broad experience advising clients in the life sciences and healthcare industries on complex regulatory and transactional matters. He counsels private equity funds, venture capital firms, and public and private companies on transactions and compliance issues involving healthcare providers, payors, hospitals and health systems, drug and device manufacturers, clinical trial operators, and management and dental support organizations. Will has extensive experience navigating federal and state healthcare regulatory frameworks, including the Anti-Kickback Statute, the Stark Law, HIPAA and other data privacy laws, corporate practice of medicine and fee-splitting restrictions, and reimbursement and payor contracting requirements. He also counsels clients on matters involving the U.S. Food and Drug Administration, including inspections, recalls, enforcement actions, and licensing and registration requirements, and frequently assists with compliance program development and regulatory audits. His transactional experience spans the full deal lifecycle, including term sheet negotiations, structuring, diligence, regulatory filings, representation and warranty insurance, and financing and lender negotiations. He has extensive experience with state healthcare transaction review and change-of-ownership laws, and regularly represents clients in these matters before state regulatory agencies. Will’s practice also includes advising on healthcare and life sciences regulatory issues in the context of restructurings, bankruptcies and liability management transactions.
