Liu Cheng main areas of practice include antitrust and competition law, cross-border M&A and corporate investment, and international trade. Mr. Liu has been practicing antitrust and competition law since 2005. He regularly advises clients on Chinese antitrust and competition matters, including advising on antitrust compliance for clients’ business model, and dealing with antitrust investigations. Mr. Liu has advised clients in a number of high profile transactions and represented numerous large-scale state-owned enterprises, multinational companies in their merger filings at Chinese authority and coordinated multi-jurisdictional merger filings. He also represented clients in antitrust litigations. His experiences cover industries including healthcare, internet, automobile, machinery, dairy, foods, chemical, energy, IT, real estate, trade, etc. Mr. Liu has extensive experience in general corporate, M&A, commercial contracts and foreign investment. He has represented many companies with respect to their activities in China, including joint venture, M&A, fund investment, commercial transactions, etc., involving various sectors such as automobile, manufacturing, chemical industry, energy, electronics and internet. He has also provided legal services for many Chinese companies in their overseas investments. Mr. Liu also has extensive experience in the area of international trade remedies. He has represented dozens of Chinese exporters and multinational companies in responding to the US, EU and Chinese antidumping, countervailing duty and safeguard investigations. He has assisted MOFCOM in several matters pertaining to antidumping, countervailing duty and other WTO-related legal issues. In the past years, Mr. Liu has been widely recognized by many global famous legal media as one of the leading competition lawyers in China. He has been ranked as “Highly Regarded” by IFLR 1000, and has been highly recognized and recommended by legal media including Global Competition Review and asialaw Profiles and Legal 500. Mr. Liu was ranked as a leading lawyer in Competition/Antitrust by Chambers Greater China Region Guide in 2024. He is also appointed as the competition law expert by Beijing Municipal Administration for Market Regulation and Hubei Province Administration for Market Regulation.
