When health care organizations transform and innovate while complying with multiple, complex regulatory schemes and operating under the glare of public scrutiny, attorney Arthur Fried helps support their missions and advance new products, initiatives, and opportunities. His experience as general counsel of a teaching hospital, a nonprofit health system, and several large government agencies serving the public informs his skills in understanding and achieving clients’ goals, advocating with government agencies, negotiating with adversaries, and addressing public policy considerations. Health care executives trust Arthur’s guidance in a constantly changing strategic, reimbursement, and compliance environment. In fraud investigations, misconduct proceedings, and other tough challenges, clients appreciate Arthur’s positive, steady-handed, and politically astute counsel. His innovative strategies have resulted in successful new companies, product rollouts, and valuable commercial alliances. Whether deciphering the physician-patient relationship across 50 states for a telehealth product launch, or preparing hospital systems for data-driven, value-based payments, Arthur aims to strike the workable balance among compliance, regulatory risk, and commercial viability for his clients. Arthur represents a variety of health care interests nationwide, from academic medical centers, hospitals, and behavioral health and home care entities to diagnostic laboratories, physician groups, growing telehealth providers, and others. A mix of public and private legal experience has influenced Arthur’s counsel to clients. He served as General Counsel and Senior Vice President at a large teaching hospital, and as Vice President for legal and regulatory affairs at a major nonprofit health system. In 1995, President Clinton appointed Arthur as the first General Counsel to the independent Social Security Administration. Prior to that, Arthur spent 13 years as a litigator at The Legal Aid Society of New York, and was General Counsel to both the New York City Human Resources Administration and Department of Housing Preservation and Development. Arthur also served as a member of the Barack Obama Presidential Transition Team, Social Security Advisors Group. Arthur’s big-picture perspective helps him maximize opportunity while minimizing liability exposure across organizations. Arthur has exerted his influence and advocated for his clients in the media and across health care’s many forums: federal, state, and city agencies; national and international organizations; the U.S. Congress; and the White House.
