A mix of public and private legal experience has influenced Arthur’s counsel to clients. He served as General Counsel and Senior Vice President at a large teaching hospital, and as Vice President for legal and regulatory affairs at a major nonprofit health system. In 1995, President Clinton appointed Arthur as the first General Counsel to the independent Social Security Administration. Prior to that, Arthur spent 13 years as a litigator at The Legal Aid Society of New York, and was General Counsel to both the New York City Human Resources Administration and Department of Housing Preservation and Development. Arthur also served as a member of the Barack Obama Presidential Transition Team, Social Security Advisors Group. Arthur’s big-picture perspective helps him maximize opportunity while minimizing liability exposure across organizations.
