Randy Lowell serves on the firm's Executive Committee and practices in the firm’s Administration, Government and Regulatory practice group. He works with a wide range of clients, including individuals, government entities, and Fortune 500 companies. He works with these clients on matters involving corporate governance and transactions and infrastructure projects and issues. Randy also has wide-ranging experience in administrative and environmental matters, including regulatory compliance, land use, and environmental law. Additionally, Randy works with a variety of utility companies, including water, wastewater, electric, and gas. He assists rail, port, and highway entities on infrastructure projects and has appeared before all appellate and trial court levels in South Carolina and before numerous federal district and circuit courts. Randy serves as the outside General Counsel for the S.C. Ports Authority and was appointed by the President to serve on the National Infrastructure Advisory Council. Among other publications, he authored portions of and edited the South Carolina Administrative Law Practice and Procedure treatise, now in its third edition, and co-authored South Carolina Equity: A Practitioner’s Guide, in its second edition. Randy is a state certified circuit court arbitrator and has served as an adjunct professor at the University of South Carolina School of Law and the Charleston School of Law. He received his LL.M. in Environmental Law from The George Washington University Law School and his J.D. from the University of South Carolina School of Law.
