Carlo DeSantis is Chief of Staff at Hudson Structured Capital Management Ltd. Most recently, Mr. DeSantis was Assistant Secretary for Capital Finance for the Commonwealth of Massachusetts. He was responsible for the state’s debt policy and capital market operations, including debt issuance, financial disclosure, and credit agency relations. Mr. DeSantis built the state’s long-term budgeting model, managed its long-term budgeting process, developed financing mechanisms for tax-increment infrastructure financing, and led teams that worked to obtain two state credit rating upgrades. Mr. DeSantis served on the Boards of Directors and Audit Committees of seven financing and operational agencies, including Massachusetts’ Convention Center Authority, Educational Financing Authority, Housing Finance Agency, Housing Partnership Fund, Renewable Energy Trust, and Water Pollution Abatement Trust, and Route 3 North Improvement Association. He also was a member of the Public Employee Retirement Administration Commission, which regulates over 250 Massachusetts public pension funds. Mr. DeSantis also served as the CFO for a series of real estate partnerships in Massachusetts. Mr. DeSantis graduated from Boston College with a Bachelor of Arts in Economics and History and holds a Master of Science in Finance with distinction from Boston College, Carroll Graduate School of Management.
