G. Scott Rafshoon is a seasoned project finance lawyer who focuses on public-private partnerships (P3s) at the local, state and federal levels. He is recognized as a leading authority on the development of military base infrastructure, having assisted private sector clients to structure, finance and close some 25 military housing P3 projects. These complex project finance transactions are valued at more than US$4 billion. Leveraging his 15 years of experience with military housing P3s, Scott is currently counseling infrastructure developers using the P3 model to structure and finance social infrastructure projects on public and private university campuses. In addition, Scott has represented clients in the redevelopment of military bases closed through the Base Realignment and Closure process. A partner in the Global Corporate Practice, Scott offers clients comprehensive legal services across the vast corporate spectrum, including mergers and acquisitions, divestitures, corporate governance, joint ventures and commercial lending. He has a strong focus on understanding each client’s strategic business objectives.
