Based in Washington, D.C., he develops and leverages relationships with congressional and executive branch policymakers to create opportunities in major federal environmental, defense, and energy infrastructure maintenance and expansion programs. Prior to joining BCP, Stephen served as Senior Vice President for APTIM Corp, which, in 2017, had acquired the Capital Services business of CB&I. Stephen had previously been Senior Vice President of CB&I, managing federal legislation, budgeting, and regulation of the company’s nuclear, fossil, environmental and disaster recovery portfolios. Stephen had similar responsibilities for 13 years as Vice President of Government Relations for the Shaw Group after it acquired Stone and Webster in 2000. He had joined Stone and Webster as manager of its Washington office in 1983. While at Stone & Webster, Stephen took an approximate two-year leave of absence to accept a political appointment in the Department of Energy to serve as Deputy Director of the Office of Community and Worker Relations where he was responsible for the department’s labor relations. Stephen received his master’s degree in Nuclear Engineering from the University of Maryland, where he also completed his undergraduate studies in Nuclear and Mechanical Engineering.
