Bio

Brien Desilets is a Managing Director at DelMorgan & Co. He has more than 20 years of experience in public and project finance, corporate finance and venture capital. As an investment banker with Aeon Capital, Inc. and at his own firm, The McLean Syndicate, LLC, Mr. Desilets raised capital for cutting-edge startups in the agriculture and insurance technology spaces. As Head of Infrastructure Advisory at Grant Thornton, LLP, Mr. Desilets relaunched the infrastructure practice and the firm’s broker-dealer subsidiary. Mr. Desilets founded Claret Consulting in 2007 and grew it into a global infrastructure finance advisory firm, with leading clients such as the World Bank and Federal Highway Administration. As a Senior Managing Consultant with Public Financial Management, Inc. (PFM), Mr. Desilets advised state and local government clients on the adoption of international best practices in Public Private Partnerships (P3). He was the lead financial advisor for the award-winning Cotton Belt Commuter Rail Innovative Finance Initiative in Texas and advised on the Maryland I-95 Rest Areas P3 project. For the Institute for Public-Private Partnerships (IP3), Mr. Desilets led World Bank and USAID engagements in Europe, the Middle East and Africa. He provided early-stage (2007) analysis of the Subprime Crisis for Elliott Management Corporation and advised Radian Guaranty on credit enhancement for the E18 toll road P3 in Norway. Mr. Desilets served as a consultant on Socially Responsible Investing for Calvert Group. As a Research Assistant and later as a Consultant for the Urban Institute, Mr. Desilets advised on USAID and World Bank projects globally. He co-authored a World Bank publication on Intergovernmental Fiscal Relations in Eastern Europe. As a Research Assistant at Development Bank Associates, Mr. Desilets supported the business development efforts of client companies on World Bank projects globally. As a Research Intern at the Investor Responsibility Research Center, Mr. Desilets analyzed the environmental performance of the S&P 500 and published articles on environmental finance and risk management. Mr. Desilets has organized and conducted dozens of training courses on P3 and related topics for hundreds of executives around the world. He has organized conferences in Washington and London on “Silk Road Investment Opportunities,” “Doing Business with the BRICS” and related topics. He has published numerous reports on infrastructure finance and investment across a range of sectors. Mr. Desilets has a B.A. in International Affairs with a concentration in International Economics from The George Washington University and an M.Sc. in Economics from the University of Barcelona in Spain. He is a member of the Cosmos Club in Washington, DC.
