Brian W. Higgins has been practicing communications law since 1996 and has extensive experience providing FCC regulatory compliance support to wireless, satellite, cable, paging, and broadcasting companies. In particular, he has represented wireless telecommunications companies and licensees before the FCC in a wide variety of matters, including: mergers and acquisitions, licensing and operational compliance, spectrum leasing, commercial transactions, and rulemaking proceedings involving the communications industry generally. In addition, he regularly provides expert advice and analysis concerning spectrum aggregation, frequency allocation, microwave relocation, and licensing matters, including experimental operations and equipment certification. Mr. Higgins has substantial experience prosecuting large merger and joint venture transactions before the FCC, including the formation of the nation’s three largest wireless carriers. He is regularly consulted for his expertise identifying and assessing spectrum leasing and acquisition opportunities. Mr. Higgins also assists states and local governments on a variety of wireless communications matters, such as enforcement issues and obtaining FCC rule waivers. He has also provided expert testimony in civil litigation proceedings regarding FCC application procedures and licensing requirements.
