Bio

Jessica Arczynski specialises in all aspects of public sector housing, advising on key legal issues in relation to vires and structuring, public sector development and funding arrangements. Jessica has in-depth experience of funding structures, having advised Homes England, Greater London Authority and numerous local authority and combined authorities on their grant and debt funding for real estate projects. Examples include advising on housing infrastructure funding, debt and equity arrangements between local authorities and their subsidiaries and State Aid compliant structuring. Jessica has also advising on the Homes England and Greater London Authority's affordable housing programmes for 2016/21 as well as a wide range of bespoke grant funding agreements between public authorities and third parties (e.g. community revenue funding, Right to Buy receipts, modular housing). She has been instructed by both local authorities and housing associations in relation to corporate structuring and joint venture partnerships for delivery of market-leading property and regeneration projects, such as advising Hyde Housing Association in its joint venture with Brighton and Hove City Council. She has assisted for-profit Registered Providers with registration and regulatory compliance and has dealt with structuring and wind-up of ALMOs and other local authority subsidiaries. Jessica has a close understanding of the key legal issues arising from the establishment of local housing companies, including vires, consents, accounting treatment, State Aid, governance, procurement and other matters. Her specific local housing company experience includes Camden, Canterbury, Cornwall, Islington, South Kesteven, Southwark, Stoke-on-Trent, St. Albans, Wokingham and Wolverhampton.
