Bio

Helga Garuzzo joined Pavesio e Associati in 2011 as partner. She primarily advises in administrative law, especially in public contracts, public services, environmental law, urban planning and renewable energy projects. She has built up a vast experience in public works contracts (including public work concessions, public services and project finance) services contracts (including engineering contracts) and public supply contracts, also in the “special sectors”, at Italian and European levels. She has advised many public entities in their roles as central purchasing body in the procedures concerning the award of public contracts (especially in the preparation of the tender documents and during the awarding procedures) as well as private corporations during the awarding procedures and implementation phases of the public contracts. She has also represented public entities and private clients in disputes before the Italian administrative and civil courts. Helga Garuzzo gained her J.D. degree in 1988 from the University of Turin (secondary branch in Alessandria) where she graduated magna cum laude. She first trained with Brosio, Casati e Associati and then joined Studio Legale Ferreri, Tosetto, Weigmann e Associati and Pavia e Ansaldo. In 2005 she joined NCTM and in 2008 became a contract partner. She has co-published in several collective volumes, articles and commentaries on administrative law. She is a member of the Milan Bar.
