Neil is a shareholder in the Saxton & Stump Business and Corporate and Real Estate groups. For more than 30 years, he has represented businesses and business owners through all stages of a company’s lifespan, including formation, financing, acquisition, and divestiture. Additionally, Neil counsels business owners in their succession planning process. His decades of experience afford him unique insight into issues that confront businesses and their owners. He also works with companies on commercial real estate for the sale, acquisition, and lease of properties. Neil came to Saxton & Stump in 2025 along with other professionals of longtime York County law firm Stock & Leader, where he was chair of the firm’s Business Group. The Central Penn Business Journal named Neil to its “Power List for Law” in 2024 and 2025. The list recognizes individuals who shape the communities and influence the quality of life through legal foundations. Law and Politics Magazine named him to its Super Lawyers Pennsylvania “Rising Stars” list 2008.
