Bio

Jose Notario-Toll is a member in the Corporate Department. He joined O’Neill & Borges in 2009 and has been in the practice of law since 2005. José concentrates his practice in privacy and cybersecurity, government and legislative affairs, retail law, health law, telecommunications, distribution and general corporate law. José brings to O’Neill & Borges his vast experience and knowledge in all areas of the legislative process. From 1997 to 2009, José occupied different positions at the Puerto Rico Legislative Assembly, including Chief Legislative Aide to the Senate President from January 2005 to January 2009 and Executive Director of a Special Investigative Senate Committee. He was a member of the Technical Committee that drafted the Economic Incentives for the Development of Puerto Rico Act in 2008 (Law 73) and was part of the team that drafted the Permits Process Reform Act Bill. He has assisted clients in regulatory compliance with, local privacy requirements, assisting multinational companies from all economic sectors in dealing with data breaches, and ensuring all of their local activities comply with Puerto Rico’s privacy legal framework; the drafting of legislation. amendments, reports and statements presented before legislative committees, and in the development and implementation of effective government lobbying strategies. José has also assisted clients in the retail and financial industries in their establishment of operations in Puerto Rico and with regulatory compliance matters before DACO and OCIF, respectively. In the Health sector, José has assisted pharmacy chains, manufacturers and distributors of medical drugs and devices, reverse distributors, hospitals, and hospice service providers in their regulatory compliance with local health laws and licensing requirements.
