Bio

With more than two decades of experience in health care law, Paul Carr-Rollitt advises the full spectrum of for-profit and nonprofit health care entities on strategic transactions, as well as complex regulatory, organizational and operational matters. His clients include health systems and hospitals, investment banks, academic medical centers, e-health and biotechnology companies, managed care organizations, provider networks, accountable care organizations, ambulatory surgery centers and medical groups. Paul’s practice focuses on helping clients successfully navigate the legal and business intricacies of mergers and acquisitions, joint ventures, affiliations, reorganizations, public offerings and private equity transactions, as well as corporate governance, licensure, compliance and general corporate issues. Paul brings diverse and comprehensive transactional and regulatory knowledge to his advisory role, including a deep understanding of the laws governing health care fraud and abuse, managed care, corporate practice and the oversight of nonprofit organizations. His experience spans the full range of state and federal corporate, securities and health care laws and regulations. Paul is a “go-to” resource for clients establishing integrated care organizations. He guides providers, health systems and health plans seeking to vertically integrate, with extensive joint venture and affiliation experience, and on contractual, governance, structural and operational issues. In addition, Paul counsels non-traditional health care providers, including retail clinics and freestanding emergency departments. He also advises clients seeking approval of Knox-Keene applications and material modifications, and with ongoing state regulatory compliance. Paul supports many nonprofits on a pro bono basis, advising them on organizational, governance, fundraising, regulatory, compliance and tax exemption issues. His pro bono work includes serving as lead counsel to America SCORES LA, an affiliate of America SCORES, the nation’s largest after-school literacy, soccer and service learning program for underserved youth. Prior to joining Manatt, Paul was a partner at a major international law firm.
