David Bixby is a partner in the firm's Business Transactions Practice Group. David draws on a wealth of experience in corporate, regulatory, and transactional legal work to provide health care organizations with strategic and legal guidance. He counsels clients in matters ranging from mergers and acquisitions, joint ventures and affiliations, finance, corporate governance, physician and network arrangements, tax-exempt status, corporate compliance, and Stark and anti-kickback matters. As Banner Health’s Chief Legal Officer for nearly 25 years, David oversaw Banner’s legal affairs as it grew to a $12 billion multi-state integrated healthcare system. As a member of Banner’s senior leadership team, he played an active role in strategic and policy decision making, advising the Board of Directors, and implementing Banner’s growth and vertical integration.
