Bio

James D. Gaumond is a partner in the Philadelphia office of Lewis Brisbois and a member of the Corporate, Real Estate & Land Use, and Government Relations Practices. He focuses his practice on business transactional work and real estate development, representing developers and investors in affordable housing development and financing, including bond-financed, low-income housing tax credits, as well as H.U.D., USDA, and F.H.A. projects. Jim was formerly the Acting Director of Regulatory Affairs at the New Jersey Housing and Mortgage Finance Agency. He supervised the Agency's loan closing portfolio of bond-financed projects, tax credit projects, and special needs projects, as well as prepayments/transfers of ownership, and HUD-financed preservation refinancing. Jim also oversaw all construction finance draws, disputes, and mediation. Additionally, he advised the executive staff, directors of Underwriting, Finance, Property Management, Single Family, and Special Needs Division of the Agency. Jim represents developers, general contractors, architectural and engineering firms, public housing authorities, and nonprofit organizations. He has vast experience facilitating development teams to identify and obtain private and public financing to fund various development projects. Jim understands firsthand the demands and time constraints of business owners, having run several businesses over the last ten years, including Franklin Development Group, L.L.C., and EcoEnergy Independent Systems, L.L.C. Jim served as Chief of Staff & C.O.O. for United Athletes Foundation, a 501(c) 3 nonprofit foundation founded by professional athletes with over 150 pro athlete members from all major sports. He brings twenty-five years of coalition building, program development, and revitalization efforts to affect change with measurable results. Jim leverages his legal, entrepreneurial, corporate, government & nonprofit experience to co-create, direct, or support UAF service programs. Jim believes working for UAF gives him "the opportunity and to be on a team with a shared, transformational vision that benefits from diversity, innovation, and collaboration that changes the conversation for the better." Jim's legal and consulting experience is in commercial and residential real estate development projects including mixed-income/mixed-use developments at all levels and all phases: site identification, negotiation, and acquisition. He also has significant experience applying for and obtaining various forms of public funding, including, but not limited to Low Income Housing Tax Credits, HOME funds, CDBG, and Federal Home Loan Funds. Additionally, Jim drafts and negotiates various private and public loan documents, regulatory agreements, deed restrictions, tax abatements, PILOT agreements, and related documents. Jim graduated from Salem College in 1988 with a Bachelor of Science in Psychology and Political Science, having served as Coach and Captain of the College Rugby Team and President of the Student Body. Following graduation, he completed his studies and earned his Juris Doctor from Delaware Law school in 1991. Furthering his education, Jim completed his studies and earned his Master of Government Administration from the University of Pennsylvania in 2000.
