Bio

Wei Liu is a Partner of Jingtian & Gongcheng based in Hong Kong. He specializes in Capital Markets transactions and maintains a high level of market recognition, due to his deep experience in handling legal matters related to Greater China. Having advised more than 300 companies on corporate financing, Dr. Liu continues to provide pragmatic, commercial legal advice on listing, regulatory and compliance issues to market-leading companies. His extensive experience also encompasses cross-border mergers and acquisitions, China foreign direct investment, real estate, and foreign-related litigation. Over the past three decades, Dr. Liu worked as Senior PRC legal advisor, head of China Practice, managing partner, chief representative in China, or other executive roles for several leading international law firms. Dr. Liu regularly handles matters related to PRC legal issues and his key clients include: CSA, SMIC, CITICS, NCSSF, Ping An, Tong Ren Tang, Air China, Sinopharm Group, BOCOM, CNBM, Wuxi Apptec, China Coal, BOB, Haier, JPM, UBS, BOCI, Guotai Junan, CMS, CMB, CSC and many others. Dr. Liu previously worked for several local and state governmental authorities in China. He worked as secretary to a Secretary of the Secretariat of the Central Committee of the Communist Youth League of China, then as secretary to a Deputy Director of Xinhua News Agency Hong Kong Branch and then as secretary to a Vice Minister of the Ministry of Justice of the PRC. In the 1980s, he was one of the first batch of PRC lawyers working in Hong Kong, where Dr. Liu participated in the drafting work of the Hong Kong Basic Law. In the late 1990s, Dr. Liu worked at the Securities and Futures Commission as the China affairs officer responsible for supervision of and policy making in respect of the Red-Chip, H-Share and B-Share companies. In this role, he was also responsible for coordination with the China Securities Regulatory Commission, Shanghai Stock Exchange, and Shenzhen Stock Exchange. He is also a member of the Shaanxi CPPCC. Dr. Liu has worked in Beijing, London, New York and Hong Kong. He is qualified as a lawyer in the PRC and as a solicitor in Hong Kong and England and Wales. He was the first postgraduate PRC student to study Hong Kong law after the Sino-British Joint Declaration that signed in 1984 and the first PRC student to obtain a Ph.D. in law from the University of Cambridge after 1949. Dr. Liu is fluent in Mandarin, English and Cantonese.
