Carl Jean-Baptiste joined Gallagher’s health law group following nearly twenty years’ experience as in-house counsel for two of the region’s largest health care systems. As general counsel for a health system with over $400 million in revenue and more than 2400 employees, he oversaw the system’s legal services, contracting, compliance, risk management, government affairs and privacy functions. Carl’s practice is focused on complex health care transactions, physician joint ventures and affiliations, regulatory compliance, privacy and medical staff matters. He provides solutions-oriented legal advice to health systems, hospitals, post-acute care providers, assisted living facilities and physicians. From 2011 to 2015, Carl was also an Adjunct Professor at the University of Maryland School of Law, where he developed the curriculum for and taught an advanced seminar entitled: “Business Aspects of Health Care Law.” He served as Chair of the Health Law Section of the Maryland State Bar Association in 2009. He presented to the American Bar Association’s Health Law Summit on “Practical Approaches to the Stark Law” and provides educational seminars on legal issues to hospital executives and physicians. During law school, Carl interned for U.S. District Court Judge Andre M. Davis and in the General Counsel’s Office of the University of Maryland Medical System. Carl is recognized by Best Lawyers in America 2021 as a leading lawyer in health law.
