Andy Brown is a Partner in Ellison Schneider Harris & Donlan, specializing in California energy issues and regulatory and policy matters before the California Public Utilities Commission, California Energy Commission, California Air Resources Board, California Independent System Operator and the Federal Energy Regulatory Commission. Andy also assists clients in the review and development of legislative language. His primary focus includes energy transactional work such as long-term power purchase agreements, as well as California energy regulatory compliance, policy development, and administrative litigation. Andy has extensive experience with the California Public Utilities Commission on behalf of non-utility generators, retail energy providers (such as irrigation districts, community choice aggregators and energy service providers), governmental entities, consumers, trade associations and California’s multi-jurisdictional utilities on a wide variety of issues, including market and rate design, ratemaking and cost recovery matters, as well as resource adequacy, renewables portfolio standard implementation, and greenhouse gas regulation and compliance. He also has significant experience practicing before the Federal Energy Regulatory Commission, primarily on issues associated with the evolution of the California Independent System Operator’s market design.
