Luis Gerardo Garcia Santos specializes in antitrust and competition law with 30 years of experience in the practice, actively participating in all types of cases before the competition authorities, from complex pre-merger filings, to investigations, administrative procedures, constitutional (Amparo) proceedings, as well as leniency applications. Mr. Garcia also advises clients on foreign direct investment mattes in Mexico. Mr. García also regularly advises multinationals and private equity investors on acquisitions and investments in Mexico across multiple industries, including digital platforms. Mr. García has represented our clients in some of the most relevant and sophisticated matters before the antitrust authorities in Mexico. Most notably, recently Mr. García advised AT&T in the merger of Warner Brothers with Discovery, Delta Airlines in its joint cooperation agreement with and investment in Grupo Aeromexico, and Cornershop in its acquisition by Uber, among many others. Mr. García has been ranked or cited as Band 1, Tier 1 or equivalent in antitrust and competition by many publications, including: Chambers & Partners, Global Competition Review, The Legal 500, Best Lawyers and Who’s Who Legal. He has also been consistently recognized as LACCA approved by the Latin America Corporate Counsel Association and has been shortlisted as Dealmaker of the Year by Global Competition Review. Mr. Garcia is a member of the Mexican Bar Association and the International Bar Association. He is a frequent speaker in national and international events on antitrust related matters and has written multiple articles and papers on various legal subjects, including among the most recent: “Competencia Económica en Mercados Digitales” (Economic Competition in Digital Markets): the chapter “Mexico: Surge in Nearshoring Indicates Promising Future for FDI Legal Framework” published by Global Competition Review in the Foreign Direct Investment Regulation Guide in 2023; the chapter “Merger Control” in Lexology – Getting the Deal Through in 2023; the chapter “Analysis of Key Foreign Investment Jurisdictions” in the Second Edition of the Foreign Direct Investment Regulation Guide, published by Global Competition Review in 2022; the chapter “Information Exchanges and Related Risks” in A Jurisdictional Guide published by Concurrences in 2022; “The Public Competition Enforcement Review” published by Law Business Research in 2020 and 2021; and “Economic Competition in Digital Markets: The Experience in Mexico” published by the Pontificia Universidad Católica del Perú inThemis in 2021. Mr. García was born in Mexico City, Mexico. He received his law degree (JD) from Universidad Iberoamericana in Mexico City in 1993. He is fluent in Spanish and English.
