Andre J. Riley is a principal with Baker Tilly Municipal Advisors, LLC. Andre’s practice includes financial studies and projects for municipally owned water, sewage and stormwater utilities, not-for-profit water, regional water and sewer districts and conservancy districts. These projects often involve municipal debt financings, financial analysis and determining utility revenue requirements, cost-of-service studies and financial planning associated with capital acquisition. Andre assists utility clients with financial management services, including financial management reports, financial accounting and reporting budget services and utility controller assistance.
